An organization is eligible to use Nonprofit USPS Marketing Mail if it is not organized for profit and none of its net income accrues to the benefit of any private stockholder or individual. Only organizations that meet specific standards and have received special authorization from the United States Postal Service may mail eligible matter at any Nonprofit USPS Marketing Mail price. Simply being approved for nonprofit status by the IRS does not qualify an organization for the Nonprofit USPS Marketing Mail prices.
There are 10 categories of organizations that may be approved for Nonprofit USPS Marketing Mail prices:
Nonprofit USPS Marketing Mail must be deposited for mailing at a Post Office facility where the organization producing the mailing has an approved nonprofit authorization. A separate authorization is required at each Post Office location where Nonprofit USPS Marketing Mail price mailings are deposited.
Note: When an organization submits proof that it is granted federal income tax exemption under 26 USC 501(c)(3), as a religious, educational, scientific, or philanthropic (charitable) organization; under 501(c)(5) as an agricultural or labor organization; under 501(c)(8) as a fraternal organization; or under 501(c)(19) as a veterans' organization, it is considered as qualifying for the Nonprofit USPS Marketing Mail prices, unless other evidence discloses some disqualification.
Nonprofit Mail is printed material eligible to be mailed as USPS Marketing Mail by organizations authorized by the Postal Service to mail at significantly reduced nonprofit postage rates. Nonprofit mail cannot contain matter that is required to be mailed as First-Class Mail. For example, handwritten or typewritten matter, or bills and statements of account, are required to be mailed as First-Class Mail.

The application must be signed by someone in authority in the organization, such as the president or treasurer. It must not be signed by a printer or mailing agent.

Submit the completed PS Form 3624 to the Post Office where Nonprofit USPS Marketing Mail mailings will be deposited. If the application is approved, the authorization will apply nationwide.
